A closely divided Maryland legislative panel voted this morning to kill a bill that would have outlawed the use of hand-held cellphones while driving statewide. The House Environmental Matters Committee voted 11 to 9 to reject a Senate-passed proposal for Maryland to follow the District and several states in making it illegal to use a cellphone without a hands-free accessory. A cell phone driving ban is on its way to Maryland’s House of Delegates. The Senate has narrowly approved the bill, which would make it illegal to talk on handheld cell phones while driving. The bill also bans text messaging while driving. The practice is already illegal for young drivers. The bill passed on Thursday would add adults to the ban, though it would be a secondary offense; talking on cell phones would not be enough for police officers to pull over drivers. Mar 21, 2008
